The PCG issued a crucial fraud caution related to Italy’s Decreto Flussi,1 aiming to advise our fellow countrymen to be vigilant when dealing with agencies and individuals offering assistance to relocate and work in Italy.

The news about widespread illegal recruitment and falsification of documents2 affecting nearly 400 alleged Filipino victims remains prevalent.

On Monday, November 20, 48 out of at least 62 victims of Alpha Assistenza in the Philippines3 formally filed cases.

In Milan, Italy, on November 19, a formal agreement was signed at the PCG office involving the victims, PCG, and Italian lawyer Atty. Blasi.4

According to the PCG’s statement on November 21, Atty. Blasi will be representing 269 victims in the Philippines. The filing of cases is scheduled within the next two weeks. As of writing, the PCG has not provided any updates regarding this matter.

BABALA NG PANLOLOKO HINGGIL SA DECRETO FLUSSI PROGRAM

Inuulit po ng Konsulado Panlahat ng Pilipinas ang babala nito sa ating mga kababayan na naghahanap ng trabaho para sa kanilang mga kamag-anak sa Pilipinas sa ilalim ng decreto flussi program na huwag maging biktima ng mapanlinlang na aktibidad sa imigrasyon at recruitment.

Pinapaalalahan ng Konsulado at ng Migrant Workers Office (MWO) ng Department of Migrant Workers (DMW) ang ating mga kababayan na mag-ingat at maging mapagmatyag upang maiwasang mabiktima ng mga inaasahang pananamantala sa pamamagitan ng pagsingil ng napakalaking bayad upang makakuha ng trabaho para sa kanilang mga kamag-anak sa Pilipinas sa ilalim ng decreto flussi program.

FRAUD WARNING IN CONNECTION WITH DECRETO FLUSSI PROGRAM

The Consulate General of the Philippines reiterates its warning to kababayan seeking employment opportunities for their relatives in the Philippines through the decreto flussi program not to fall victim to fraudulent immigration and recruitment schemes.

The Consulate and the Migrant Workers Office (MWO) of the Department of Migrant Workers (DMW) remind kababayan on the need to exercise caution and vigilance to avoid being victimized by those who are expected to take advantage of the decreto flussi program by charging exorbitant fees to secure jobs for their relatives in the Philippines.

Kababayan should know that while the Philippines is among 30 countries covered by the decreto flussi program, there is no assurance that applications for work visas will be approved. Kababayan should also note that only employers who are issued an authorization to hire workers under this decree (Nulla Osta) can validly apply for a work visa for their potential workers.

A foreign employer who wishes to hire a Filipino worker from the Philippines must also comply with DMW requirements for recruitment and deployment through the MWO at the Consulate.

The foreign employer must also engage the services of a DMW-licensed Philippine Recruitment Agency (PRA). Both the foreign employer and the PRA must be accredited with the DMW, through the MWO, before the Filipino worker can be legally deployed abroad.

Kababayan are also reminded that under Philippine laws, any act of canvassing, enlisting, contracting, transporting, utilizing, hiring, including referring contract services, promising or advertising for employment abroad, whether for profit or not, by a non-DMW-licensed individual or entity, is considered illegal recruitment.
